As per ALDE Party statutes, delegation lists closes one week prior to the Council Meeting. Owing to the Public Holiday on Friday 1 May, the deadline for closure of delegations is Thursday 30 April at 17:00 CET. After this time, International Officers will still be able to validate the attendance of delegates from their parties, but will no longer be able to allocate voting rights or make changes to their delegations, except in the exceptional circumstances of flight cancellation or sickness ONLY.
Owing to the smaller number of resolutions to be treated at a Council Meeting, voting in Oslo will be by show of hand, not electronic voting pad. As normal, voting delegates is identifiable from non-voting guests by different coloured badges.

As stated in the Internal Regulations of the ALDE Party, any full member Party, 25 voting Congress delegates or one third of the Members of the European Parliament who are signed up to the ALDE Party, may propose draft urgency resolutions to the Council.
These may not exceed 300 words and must relate to current or recent political events.
The Council shall decide which draft urgency resolutions to debate, after considering the recommendation of the Bureau and the Working Group.
Urgency resolutions must be submitted before 11h00 CET on Friday 8 May via the ALDE Party Platform at http://debate.aldeparty.eu
The platform will be available from Monday 27 April.
