Field of expertise: Constitutional and international law 

Žalimas was appointed as the chairman of the Lithuanian Constitutional Court in 2014. He had been a member of the Constitutional Court since 2011. 

Žalimas's chairmanship was notable for the 2019 Constitutional Court ruling that same-sex marriages registered in the European Union can be recognized for residency purposes, and he expressed the belief that the Constitution of Lithuania should not allow discrimination by gender identity or sexual orientation.  

In 1996, he graduated from the Faculty of Law of Vilnius University with a specialization in international law. In 2001, he defended his doctoral thesis in social sciences (law). In 2005, he was appointed a member of the Permanent Court of Arbitration from the Republic of Lithuania for 6 years. 

He has experience as an associate professor at the Faculty of Law of Vilnius University, head of the Department of International and European Union Law. He teaches the subjects of international public law, the law of international organizations, the legal bases of NATO and its activities, diplomatic and consular law. He has experience in the civil service as an adviser to the Minister of National Defence.  

He is the author and co-author of 6 science books. He wrote three scientific monographs, the most important of which is "International legal bases and consequences of the restoration of the independence of the Republic of Lithuania on 11 March 1990" (2005). He is the main author of the scientific book "International Organizations" (2001), co-author of the collective monograph "Diplomatic Law" (2003).

He was a Government expert in several cases against Lithuania heard by the European Court of Human Rights.  

He is the author and co-author of over 50 laws of the Republic of Lithuania, their amendments, declarations and other legal acts. 

In 1991, as a member of the Lithuanian Riflemen's Union, he participated in the defense of the Supreme Council – the Restorative Seimas against Soviet aggression. For this, he was awarded the LSU badge of honor "Defender of Parliament". 

For his personal contribution to the preparation of the laws of the Republic of Lithuania related to NATO membership and for his participation in consultations and negotiations on joining NATO, he was awarded the Badge of Remembrance of the President of the Republic. In 2008, by order of the Minister of National Defense, he was awarded the highest medal of the national defense system for civilians "For Merit".
