After working as a lawyer, Barna created in 2007 the first Romanian online platform where entrepreneurs and NGOs could get complete and thorough information about how to access European funds and the momentum they could provide for their organizations.
From 2007 to 2016 he was Managing Partner of the consulting firm Grupul de Consulanţă Pentru Dezvoltare DCG SRL.
From May to September 2016, he was Secretary of State of the Ministry of European Funds in the Dacian Cioloș government. He joined USR and during the parliamentary elections in December 2016, he obtained a mandate as an MP in the Chamber of Deputies. In October 2017, he was elected as the new president of the USR.
In 2020 he is elected to the lower Romanian Parliament Chamber as the candidate of the USR PLUS Liberal Coalition. He then joined the new government coalition with his group. In December 2020, he became the Deputy Prime Minister in the office of Florin Cîțu.
In his first mandate, he was Vice-President of the Committee on Foreign Policy and a member of the Committee on European Affairs. Now, in his second mandate, he is Vice-President of the Romanian Parliament, and his responsibilities include representing the Parliament in relation to foreign delegations. He had meetings with representatives of Algeria, Azerbaijan, and Kazakhstan on the energy security of the European Union and Romania's role in the European energy chain. He is also the President of the Romanian delegation to the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE).
In 5 years as President of USR, He led the party's rise from opposition to government. Together with the ministers, they set the standard for good governance in Romania. He oversaw the portfolios of Transport, Health, Justice, Economy, and European Funds, at the height of the social tension generated by the Covid-19 waves. He is now Vice President of USR and ALDE Party.
