Jeannette Baljeu graduated from 
Erasmus University Rotterdam with a master's degree in economics. Before that, she studied economics and law at the Rotterdam University of Applied Sciences and went to pre-university education in Den Helder. She worked for 15 years at the Ministry of Economic Affairs , including as a financial and economic advisor and international corporate social responsibility policy officer.

In 2002, Baljeu started her political career as a councilor in the Kralingen-Crooswijk district, with a portfolio encompassing welfare, sport and environment for the Hoek van Holland sub-municipality. She then moved as a councillor in Rotterdam, being subsequently installed as a member of the Rotterdam city council in 2009 and VVD party leader. From 2007 to 2009, she also served as ALDE Party Vice-President.

She has been a member of the Board of Provincial Executive of the province of South Holland since 2017.
