Originally from Hambourg, Svenja Hahn is a German MEP elected in 2019 for the FDP. She previously served as President of LYMEC (2018-2020), ELF Vice-President (2020-2022) and ALDE Party Vice President (2022-2024), when she led the 2024 manifesto drafting process. Now ALDE Party President, she works to unite liberal forces across Europe and defend democracy.
Xavier Bettel
Deputy Prime Minister of Luxembourg

Xavier was first elected to Parliament in 1999 and served multiple terms, holding roles such as vice-chairman of the Legal Affairs Committee and chairman of the DP parliamentary group. At the local level, he was a municipal councillor, alderman, and later mayor of Luxembourg City until becoming Prime Minister in 2013, a role he held through two coalition governments until 2023. Following the 2023 elections, he became Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade, and Minister for Development Cooperation and Humanitarian Affairs.
Beate Meinl-Reisinger
Minister of Foreign Affairs of Austria

Beate began her career at the Austrian Federal Economic Chamber before working at the Federal Ministry of Economy and Labour, the Federal Ministry of Economy, Youth and Family, and as a parliamentary assistant in the European Parliament. In October 2013, she entered the National Council as a member. From 2015 to 2018, she served as Club Chairwoman of the NEOS Vienna City Hall Club, and in September 2018 became Club Chairwoman of the NEOS Parliamentary Club at the federal level. Since 3 March 2025, she has been the Federal Minister for European and International Affairs of the Republic of Austria. She is the party leader of NEOS.
Eva De Bleeker

Previously a member of the municipal council of Hoeiland as well as alderman, until joining the federal government in 2020. In 2024 she resumed her position as alderman until the end of the year. She was then elected in the Flemish Parliament representing the Flemish Brabant. In 2024 she was elected Party Leader of Open VLD.

GLB began his career as adviser to Deputy Prime Minister Didier Reynders, later becoming an adviser at the Ministry of Foreign Affairs. In 2019 he served as MR campaign spokesperson before being elected senator. On 28 November 2019, he succeeded Charles Michel as president of the Mouvement Réformateur and in 2024 he was re-elected both as Party President and as a member of Parliament.

He starts his political career as the leader of Open VLD in 2009. Between 2010 and 2012 he is a Senator. In 2012, he becomes Deputy Prime Minister and Minister of Pensions. In 2014, he becomes Deputy Prime Minister and Minister of Development Cooperation, Digital Agenda, Telecom and Postal Services. Between 2018 and 2020 he is Deputy Prime Minister and Minister for Finance. Between 2020 and 2025 he is Prime Minister, since 2024 he is a Member of Parliament and since 2025 he is Mayor of Brakel.
Nicole Büttner
CEO of Merantix Momentum and FDP Secretary General
FDP, Germany
Nicole Büttner is an entrepreneur, technology economist and digital expert. She has been Secretary General of the FDP since May 2025. At the same time, she is the founder and managing director of Merantix Momentum, an artificial intelligence company, among other things.
After studying economics in St. Gallen, Paris, Stockholm and Stanford, she worked in the financial sector and for a technology company in Palo Alto.

Congress venue
The ALDE Party Congress will take place at SQUARE Brussels Meeting Centre in Mont des Arts, 1000 Brussels, Belgium.
Arrivals from Brussels Airport (Zaventem):
Take a direct train to Bruxelles-Central (aprox. 20 minutes). From there, it’s a 5-minute walk uphill to The Square – Brussels Meeting Centre, located at Mont des Arts / Kunstberg.
Arrivals from Brussels Midi Station:
Take a local train (aprox. 5 minutes) to Bruxelles-Central, then walk to the venue. Trains run every few minutes and tickets cost around €2.50.
Location and nearby attractions:
The Square sits in the heart of Brussels, surrounded by iconic landmarks. Within walking distance, you will find the Royal Palace, Magritte Museum, Musical Instruments Museum, Bozar, and the Grand-Place.

Bureau elections
At the upcoming Congress, the following positions are up for election:
- 3 Vice-Presidents
- Treasurer
Delegates will be able to cast their ballot for the Bureau elections during the windows advertised on the programme. If you have a proxy vote, you will receive two voting codes to cast your ballots in the elections. Once you have submitted your vote, you will not be able to change it. Please note that Elections will be conducted via the ALDE app:
As stipulated in the ALDE Party Statutes, candidates for Bureau “must be a member of, and be nominated by, their full member party of the Association that has paid its annual membership fee. The candidate’s Party leader, Secretary General or President, must send a signed letter of nomination addressed to the Secretary General.”
“The Bureau shall consist of 11 members, elected by the Congress, amongst whom a President, nine Vice Presidents and a Treasurer. Members of the Bureau cannot serve more than three consecutive mandates of two years each in the same position and no more than eight years in total. No more than 1/3 of the total number of Bureau members can be non-EU. Member parties shall be mindful of the aim for a gender balanced Bureau. The President and the Treasurer shall come from an EU Member State”.
Resolutions and Urgency Resolutions
Guidelines and online platform
The resolution guidelines with information about submitters, eligibility, format and co-signatories are available in the Member's Portal. Please review them before drafting or submitting resolutions.
The online platform (https://alde.openslides.com/ ) will be activated shortly and International Officers will be able to upload draft resolutions upon registration on this platform or can use their access codes from previous years.
Resolutions
According to ALDE Party statutes, draft resolutions must be submitted no later than two months prior to the Congress. The deadline is Friday 05 September at 23:59 CET, and all submissions must be made via the online platform (https://alde.openslides.com/ )
Member parties will receive a consolidated dossier of all submitted draft resolutions by Friday 12 September.
Amendments to draft resolutions must then be submitted by Friday 26 September at 23:59 CET, also via the online platform (https://alde.openslides.com/ )
By Friday 03 October, member parties will receive a dossier of all submitted amendments.
After this, delegations, via their international officer, will be invited to a ranking vote to determine the order upon which the submitted resolutions will be considered and voted in Congress. The ranking vote will take place online between three and one week before the Congress.
Urgency Resolutions
Draft Urgency resolutions must address issues or developments that have arisen since the deadline for regular resolutions (05 September). They cannot exceed 300 words and must be submitted via the online platform (https://alde.openslides.com/ ) by Thursday 23 October at 12:00 CET.

Delegations
Delegation lists will close at 12:00 CET on Friday 17 October.
After this point, changes can only be made in the statutory exceptional cases of flight cancellation, sickness, or unforeseen political developments. In such cases, please contact the ALDE Party Secretariat immediately events@aldeparty.eu
Failure of the International Officer to assign all voting rights by this deadline will result in that delegation being unable to exercise unallocated votes.
